{"id":1693,"date":"2012-10-11T16:08:26","date_gmt":"2012-10-11T16:08:26","guid":{"rendered":"http:\/\/worldteamnow.org\/blog\/?p=1693"},"modified":"2025-04-07T03:57:26","modified_gmt":"2025-04-07T07:57:26","slug":"ca-innovation-leads-with-evs-renewable-energy-policy-and-law","status":"publish","type":"post","link":"https:\/\/worldteamnow.org\/blog\/2012\/10\/11\/ca-innovation-leads-with-evs-renewable-energy-policy-and-law\/","title":{"rendered":"CA Innovation Leads with EVs, Renewable Energy Policy and Law"},"content":{"rendered":"<p><em>By Suzanne Maxx\u00a0<\/em><\/p>\n<p>Up the coast at the <a href=\"http:\/\/sd23.senate.ca.gov\/news\/2012-09-21-california-state-senate-informational-hearing\">Informational Hearing on Renewable Energy<\/a> at <a href=\"http:\/\/www.csuci.edu\/\">California State University, Channel Islands<\/a>\u00a0(CSU-CI) and down at The City of Santa Monica\u2019s annual <a href=\"http:\/\/www.altcarexpo.com\/\">AltCar Expo<\/a>, the opportunities to test drive numerous\u00a0EVs were abundant\u2014<a title=\"My First AltCar Expo,\u00a02012\" href=\"https:\/\/worldteamnow.org\/blog\/2012\/10\/01\/my-first-altcar-expo-2012\/\"> read more from a young WTN intern\u2019s perspective here.<\/a><\/p>\n<p>These events and others set the stage for some much-needed support, policy, and action from the Nation\u2019s leading state of clean energy. Sustainable energy and security transcend partisanship and State Senator Fran Pavley, who chairs the Select Committee on the Environment, the Economy, and Climate and Senator Lou Correa, who chairs the Committee on Veteran Affairs, mingled with some of the key stakeholders of renewable energy projects outside on CSU-CI\u2019s campus where we were among the many alternative vehicles; including hybrids, hydrogen fuel cells, and electric vehicles (EVs) \u00a0such as; \u00a0<a href=\"http:\/\/www.nissanusa.com\/leaf-electric-car\/index\">Nissan\u2019s Leaf<\/a>, <a href=\"http:\/\/www.chevrolet.com\/volt-electric-car.html\">Chevy\u2019s Volt<\/a>, <a href=\"http:\/\/i.mitsubishicars.com\/\">Mitsubishi\u2019s iMi-EV<\/a>, <a href=\"http:\/\/www.bmw.com\/com\/en\/newvehicles\/1series\/activee\/2011\/showroom\/index.html\">BMW\u2019s Active E<\/a> and more that were available to test drive prior to the Informational Hearing titled \u201cEnergy Security: California, Business and Military Partnerships\u201d. Video of the hearing is <a href=\"http:\/\/sd23.senate.ca.gov\/news\/2012-09-27-informational-hearing-energy-security-california-business-and-military-partnerships\">here<\/a>.<\/p>\n<p>A significant contribution of much-needed jobs has been created by innovative automotive electric vehicle manufacturers that established their headquarters and manufacturing plants in the State of California such as; \u00a0<a href=\"http:\/\/www.teslamotors.com\/\">Tesla<\/a> (who alone brought in more than 1500 new jobs), <a href=\"http:\/\/en.wikipedia.org\/wiki\/Coda_Automotive\">Coda<\/a> and <a href=\"http:\/\/en.wikipedia.org\/wiki\/Fisker_Automotive\">Fisker<\/a>.\u00a0 So significant of an impact that, just yesterday, the <a href=\"http:\/\/www.energy.ca.gov\/\">California Energy Commission (CEC)<\/a> agreed to <a href=\"http:\/\/www.forbes.com\/sites\/toddwoody\/2012\/10\/10\/california-grants-tesla-10-million-to-build-the-model-x-electric-suv\/\">grant Tesla 10 million dollars <\/a>\u00a0so they will be able to hire an additional 500-700 workers and manufacture not just a sports vehicle or the sedan (<a href=\"http:\/\/en.wikipedia.org\/wiki\/Tesla_Model_S\">Model S<\/a>), but also this SUV (<a href=\"http:\/\/en.wikipedia.org\/wiki\/Tesla_Model_X\">Model X<\/a>) with all of their vehicles touting a 250 mile battery range. Tesla committed to providing $50.2 million for the project and adding the jobs to qualify for the grant that\u2019s funded by vehicle registration and smog fees. Tesla\u2019s <a href=\"http:\/\/en.wikipedia.org\/wiki\/Tesla_BlueStar\">Gen 3 vehicle<\/a> which is expected to sell for around $30,000, will help meet the company\u2019s goals to provide electric vehicles to the masses by making it not just \u201ceco\u201d-logically friendly but also \u201ceco\u201d-nomically friendly. This may be one of the game changers needed for EVs (besides improved battery technology and charging infrastructure) that will also affect the big picture of air quality and public health\u2014 benefiting not just some people, but potentially us all.<\/p>\n<p>The senators asked the panel on Building an Energy Secure Economy; Creating Jobs, which included Diarmuid O\u2019Connell Tesla\u2019s VP of Business Development, Dave Barthmuss of GM, and others, what they can to do for the OEM\u2019s to forward the EV movement and public adoption.\u00a0 All agreed the popular carpool sticker now <a href=\"http:\/\/www.arb.ca.gov\/msprog\/carpool\/carpool.htm\">given to EVs<\/a>, which saves time, has incentivized many\u2014 but the challenge was still public education, which seemed to be the common thread all discussed, and public perception. From the panelists\u2019 point of view, the biggest challenge now is many people don\u2019t know the vehicles are out there, that the infrastructure is ramping up with public and private charging stations plus simple things like the fact that you can charge your vehicle to any household outlet with the cord that comes with your car.\u00a0 People tend not to know about the total $7,500 in rebates, nor do they consider the freedom from the cost of maintenance of the lifetime of the vehicle\u2014 compared to a standard fossil fuel combustion engine. However they do seem to understand that value of not paying for gas, and some people care about the implications for our next generation and energy security from independence on foreign oil.<\/p>\n<p>During the public comment, and also privately with the senators, I was able to ask, \u201cWhat about taking the rebate off of the sticker price at the dealership to lower the cost immediately?\u201d\u00a0 I also was able to inquire into DC fast charging plus some of the other renewable energy policy questions regarding wind and tidal energy that <a href=\"http:\/\/www.worldteamnow.org\/\">World Team Now<\/a> supports. Fran Pavely is renowned for really listening to and interacting well with her public constituency and for that we are pleased.<\/p>\n<p>Yesterday CEC decision to invest $20 million which will also contribute towards 5,000 charging stations, and more for local governments\u2019 planning for EVs, and\u00a0 projects like The Bay Area\u2019s &#8220;eTaxi&#8221; Program using <a href=\"http:\/\/www.betterplace.com\/\">Better Place\u2019s model<\/a> to swap out batteries in all-electric taxi cabs, while funding\u00a0 \u201cswitch\u201d stations in key places (like the airports) to ultimately achieve unlimited range. The all-electric motorcycle, <a href=\"http:\/\/www.zeromotorcycles.com\/\">\u201cZero\u201d<\/a> is also a beneficiary of the CECs\u2019 support as they moved their manufacturing plant from Asia to California.\u00a0\u00a0 Progress was made not just for EVs but also for energy storage, statewide charging infrastructure and other renewable energy projects in general, <a href=\"http:\/\/www.energy.ca.gov\/releases\/2012_releases\/2012-10-10_energy_commission_awards_nr.html\">for more read the CEC\u2019s press release here<\/a>.<\/p>\n<p>The Informational Hearing provided more than the panel\u2019s two agendas.\u00a0 \u00a0National security and renewable energy had a boost with the public who seemed to be pleasantly surprised to hear more about the active stand the military now takes to demonstrate and deploy renewable energy and environmentally sustainable actions\u2014 such as the installation of LED street lights on the 3 local military bases and in Ventura County (VC).\u00a0 It was encouraging to learn veterans are leaving the military with trained skills and technical expertise in the installation of renewable energy systems such as solar.\u00a0 We were overwhelmed by the depth of military adoption of renewable energy in VC bases with projects ranging from wind to concentrated solar energy, along with energy storage technology.\u00a0 Renewable energy plays a powerful role in the game of security, with both offensive and defensive operations in the military.<\/p>\n<p>Senator Pavley was able to share the morning\u2019s news\u2014 the bill, SB1409, she wrote which was passed by all parties unanimously in the Senate, and was signed by Governor Jerry Brown on September 27<sup>th<\/sup>, 2012, and became <a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201120120SB1409\">The Energy Security Coordination Act of 2013.<\/a><\/p>\n<p>This bill supports the state and the federal military to work together on renewable energy research, development, and planning, not only for efficiency but also for security.\u00a0 It supports the work of the Department of Defense (DOD) with VC and helps to ensure the permanence of the military bases and thus the jobs in the local economy.\u00a0 Coverage of the military\u2019s local renewable energy initiatives, plus the panel discussion on the \u201cDOD\u2019s Clean Energy Achievements in CA,\u201d will be continued in an upcoming blog post.<\/p>\n\n<p>&nbsp;<\/p>\n<p><em>\u00a9<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Up the coast at the Informational Hearing on Renewable Energy at California State University, Channel Islands (CSU-CI), and down at The City of Santa Monica\u2019s annual AltCar Expo, the opportunities to test drive numerous electric vehicles (EVs) were abundant.
